The Trinamool Congress unveiled its election manifesto on Wednesday, just two days before the commencement of the first phase of voting. The initial phase will see Coochbehar, Alipurduar, and Jalpaiguri cast their votes. Among the ten promises outlined in the manifesto is the repeated pledge by party leader Mamata Banerjee that Bengal will not implement the Citizenship (Amendment) Act, National Register of Citizens, or Uniform Civil Code. The manifesto criticizes the CAA as a failure and vows to abolish it, along with discontinuing the NRC. Trinamool leaders have stated that these promises will be fulfilled once the party forms a government in the Centre as part of the INDIA bloc. They have also expressed support for the Congress-led alliance at the national level, despite the absence of an alliance in the state.

Trinamool's Election Manifesto: 10 Assurances
1. Increased income for laborers, with a guaranteed 100-day work period for job card holders and a daily wage of ₹400.
2. Free housing for all impoverished families.
3. Provision of 10 free gas cylinders per year to families below the poverty line.
4. Doorstep delivery of rations to all ration card holders.
5. Augmented allowance for the higher education of SC/ST individuals, along with a monthly old-age allowance of ₹1,000.
6. Implementation of the recommendations put forth by the Swaminathan Commission.
7. Establishment of a price stabilization fund for petroleum products.
8. Apprenticeship opportunities for individuals below the age of 25 who hold graduate or diploma degrees.

The implementation of a Uniform Civil Code in the nation will not proceed. Welfare programs such as Kanyashree will be extended to girls nationwide. The manifesto, including languages such as Nepalese and Santhali Ol chiki in addition to Bengali, English, Hindi, and Urdu, was scheduled for release. During the release of the election manifesto, Mamata Banerjee was engaged in campaigning in Assam, as four TMC candidates were preparing to contest in the BJP state. In a speech at an election rally, Mamata Banerjee criticized the BJP for transforming the entire country into a "detention camp" and promised to revoke the CAA and NRC if her party formed the government at the Centre. Mamata expressed concern over the current election, stating that she had never witnessed such a perilous political climate and warned that democracy and elections would be compromised if Narendra Modi were to secure a third consecutive term in office.
