Prime Minister Narendra Modi launched the National SC/ST Hub to provide support to entrepreneurs from the community. With an initial outlay of Rs 490 crore, the hub will work towards strengthening market access/linkage, monitoring, capacity building, leveraging financial support schemes and sharing industry-best practices. The Public Procurement Policy 2012 stipulates that 4 per cent of procurement done by ministries, departments and CPSEs will have to be from enterprises owned by SC/ST entrepreneurs. Many farmers' organisations and Opposition parties has taken part in a 48-hour rail blockade in various parts of the State, demanding the constitution of a Cauvery board on Monday. Former DMK Minister K.N. Nehru courted arrest after attempting a blockade at the Srirangam Railway Station. Senior DMK leader Durai Murugan had been arrested after a rail blockade at the Katpadi junction. Officials informed that there was no disruption of rail services. Over 2,000 farmers and cadres of various parties were arrested in the central region comprising eight districts. Over 5,000 persons have been arrested in Chennai. More arrests had been made at Pollachi, Mettupalayam and Sulur Railway Stations in Coimbatore district. In Cuddalore, over 700 farmers and cadres of political parties tried to enter the railway station for staging a rail roko. Police had to resort to mild lathicharge to disperse the crowd. Nearly 300 persons were arrested, police said. In Erode district, several farmers and Opposition party workers who attempted to enter the Erode Railway Station were arrested by the police. The Madurai City Police resorted to lathi charge to disperse a crowd belonging to various Opposition parties, when they insisted on staging a rail roko and attempted to enter the railway junction here. The curfew has been lifted across Kashmir by the authorities following improvement in the situation, but normal life remained affected due to the unrest which erupted after killing of Hizbul Mujahideen terrorist Burhan Wani in July. According to a police official, there is no curfew anywhere in Kashmir and the curbs on the movement of people have been lifted across the valley, including from the summer capital here, following improvement in the situation. The security forces have been deployed in sensitive areas to maintain law and order as also to instill a sense of security among the people so that they can carry out their day-to-day activities without fear, he said. The Cyber Cell of the Chennai City Police nabbed two more persons on the charge of spreading false information on Tamil Nadu Chief Minister Jayalalithaa's health through social media. Police named S. Balasundaram(48), an employee of a private firm in Pammal and T. Maniselvam (28), a bank staff in Ottapidaram, Thoothukudi district, as accused. Some posts appeared on social media, spreading false and malicious rumours about Jayalalithaa's health in the past few days. In this regard, nearly 50 complaints were received by the Greater Chennai Police and cases were registered and taken up for investigation. The city police arrested K. Two persons allegedly working as spies for Pakistan's intelligence agency ISI has been arrested by the Gujarat Anti-Terrorist Squad (ATS). A police official said that, "ATS was keeping a close watch on the movement of two residents for the last one year on the suspicion that they are working as spies of Pakistan's ISI. Both of them were held by ATS today." The two agents, Mohammed Alana and Sakur Sumra, were residents of Kukma near Bhuj. According to initial investigations, Both used to provide information about troop movement to ISI through phone calls made to a woman named Razia in Pakistan. According to the ATS sources, Razia was a honey trap for Alana. Senior ATS officials said they have seized Pakistani identity cards which were specially made by the ISI for Alana who is supposed to have visited Pakistan four times. The money was directly given to Razia by the ISI which was about Rs 5,000 to Rs 10,000 per information. The Bharatiya Janata Party President Amit Shah and Union Finance Minister Arun Jaitley visited the Apollo Hospital to enquire about the Tamil Nadu Chief Minister J Jayalaltihaa's health. Jaitley posted on Twitter that, "Visited Apollo hospital Chennai today. I wish J Jayalalithaa Ji, Chief Minister of Tamil Nadu a speedy recovery." Shah on the microblogging site said, "Visited Apollo Hospital in Chennai to enquire about the health of Tamil Nadu CM J Jayalalithaa Ji. I wish and pray for her speedy recovery." A minor boy, who was injured during clashes between protesters and security forces in Safakadal area in Srinagar, has died. The unrest in Kashmir has claimed its 89th victim with this Twelve-year-old boy. A police official said that, twelve-year-old Junaid Akhoon was admitted to Sher-i-Kashmir Institute of Medical Sciences (SKIMS) in a serious condition. “The restrictions were also imposed in Sonwar to prevent people from marching towards UN office,” said a police official. Security forces swung into action after the hardline Hurriyat Conference faction led by Syed Ali Geelani mailed a memorandum to the United Nations Military Observer’s Group in India and Pakistan (UNMOGIP) wanting the intervention of the world body to solve the Kashmir issue. The memorandum read that, “Since we believe and understand that Kashmir dispute remains at the centre of the regional conflict, we appeal you to challenge the behaviour of Indian State in Jammu Kashmir and urge it to stop this reign of terror. The British Prime Minister Theresa May is expected to visit India early next month, highly-placed sources said. The Times of India reported, May's visit is likely to coincide with the India-UK Tech Summit in New Delhi between November 7 and 9, sources said. India's Department of Science and Technology and Confederation of Indian Industry (CII) and Jo Johnson, UK minister for Universities, Science, Research & Innovation organized the summit, as a confirmed keynote speaker from the UK end. Malaysian and Australian officials said, a piece of an aircraft wing found on the Indian Ocean island of Mauritius has been identified as belonging to missing Malaysia Airlines Flight 370. Malaysian Transport Minister Liow Tiong Lai also confirmed the identification. The piece of wing flap was found in May and subsequently analyzed by experts at the Australian Transport Safety Bureau, which is heading up the search for the plane in a remote stretch of ocean off Australia’s west coast. According to the agency, the investigators used a part number found on the debris to link it to the missing Boeing 777. Several pieces of wreckage from the plane have washed ashore on coastlines around the Indian Ocean since the aircraft vanished with 239 people on board during a flight from Kuala Lumpur, Malaysia, to Beijing on March 8, 2014. The Indian army soldiers killed three heavily-armed Pakistani terrorists, who attempted to storm an army camp in border district of Kupwara. The attackers killed in a fierce encounter and recovered a large quantity of arms, ammunition and other material like maps. A senior army officer said that, the terrorists opened fire on the army camp at Langate in Kupwara district at around 5 AM, which was retaliated by the jawans. President Pranab Mukherjee nominated Ganguly, who had unsuccessfully contested the West Bengal Assembly elections this year on BJP ticket, to the seat vacated by cricketer-turned-politician Navjot Singh Sidhu, who resigned recently following differences with the BJP leadership.
