Hyderabad Metro Phase 2B: Telangana govt grants Sanction

On Monday, the Telangana government granted administrative approval for Phase 2B of the Hyderabad Metro Rail project, which has an estimated budget of Rs 19,579 crore. This initiative is a collaborative effort between the state government and the Central government. The directive, issued by the Municipal Administration and Urban Development department on June 16, pertains to three new corridors. The government, after thorough evaluation, has given "administrative sanction for the execution of the Hyderabad Metro Rail Phase-II (B) project, which encompasses three corridors stretching a total of 86.1 km, to be carried out by Hyderabad Airport Metro Limited as a 50:50 Joint Venture (JV) between the Government of Telangana and the Government of India."

Funding for the estimated expenses will follow a JV model, in line with the policies and guidelines of the Government of India. The state government’s contribution will amount to Rs 5,874 crore, representing 30% of the total expenditure, while the Central government’s share will be Rs 3,524 crore, or 18%. A notable part of the funding, worth Rs 9,398 crore (48%), will be raised through loans from financial institutions such as the Japan International Cooperation Agency (JICA) and the Asian Development Bank (ADB). Additionally, the last Rs 783 crore (4%) will be financed through a Public-Private Partnership (PPP). In Phase 1, the state manages three corridors spanning 69 km, making it the world's largest public-private partnership metro rail project. Since 2017, Hyderabad Metro Rail Ltd (HMRL) has been running services on sections including LB Nagar to Miyapur, Nagole to Raidurgam, and JBS to MGBS. However, construction from MGBS to Falaknuma has faced delays, primarily due to challenges regarding land acquisition and alignment disputes; the new administration is now addressing this segment alongside the other Phase 2 corridors.

Moreover, under Phase 2A, a proposal has been submitted to the Union Ministry of Housing and Urban Affairs (MoHUA) for five corridors totaling 76.4 km, with an estimated cost of Rs 24,269 crore. This phase features Corridor IV, Nagole – Shamshabad RGIA (Airport Corridor) extending 36.8 km, Corridor V, Raidurg – Kokapet Neopolis at 11.6 km, Corridor VI, MGBS – Chandrayangutta (Old City Corridor) measuring 7.5 km, Corridor VII, Miyapur – Patancheru reaching 13.4 km, and Corridor VIII, LB Nagar – Hayat Nagar covering 7.1 km. In May of this year, Hyderabad Airport Metro Limited (HAML) presented the Phase 2B plans to the government. Proposed in this phase are Corridor IX, a 39.6-km link from RGIA to Future City (Skills University); Corridor X, a 24.5-km stretch from Jubilee Bus Station (JBS) to Medchal; and Corridor XI, spanning 22 km from JBS to Shamirpet.
