Janani Suraksha Yojana scheme in Uttar Pradesh, aimed to decrease neo-natal and maternal deaths in India, have several discrepancies in the implementation, revealed an audit. "A woman, for instance, was declared pregnant three times in four months to avail benefits under the scheme. Another woman who had not conceived in 12 years was paid Rs 1,400 as honorarium by the health department. Yet another woman in Bahraich, a 60-year-old, got pregnant "five times in 10 months"."

Siphoning off of funds is not new in Uttar Pradesh schemes. The NHRM scam came to light during the rule of Mayawati-led BSP government. The government had bought eye charts worth Rs 1,200 for Rs 21,000. Medical contractors had sold each 'eye chart' for an amount of Rs 21,100 to the Mayawati government’s health department under NRHM. The same eye chart, was procured for a mere Rs 1,200.

The CBI had discovered that the UP’s health department had hired thousands of ambulances during the NRHM operations. One such bill was worth Rs 22.20 crore and was footed by Om Raj Enterprise for hiring ambulances for helping carrying pregnant women for emergency delivery. The CBI took a sample of 60 vehicles number plates from the list given by Om Raj Enterprise. All of these vehicles turned out to be either scooters (two-wheelers) or motorcycles or private / commercial vehicles. None of these vehicles was fit enough to serve as an ambulance.
